Meet the team

Daniel Ottenheimer, P.E., operates Mill River Consulting, and leads all projects for the most current and state-of-the-art solutions, bringing in Mill River Consulting team members to assist when needed. 

Over the years, Mill River Consulting has formed trusted relationships with allied professionals. When needed, we collaborate with these outside specialists to provide a complete suite of services as we work together toward your project's success.

Daniel Ottenheimer
Daniel Ottenheimer, PE, founded Mill River Consulting in 1997 due to his passion for wastewater engineering. He holds a BS in environmental engineering and an MS in water resource management. He has worked for the City of Gloucester Health Department and the Massachusetts Department of Environmental Protection. Dan has expanded Mill River Consulting from a one-man operation to a well-diversified team of specialized professionals. His commitment to clients and the team is evident from his dedication to customer satisfaction and project success. He is a state-licensed soil evaluator, system inspector, and sanitarian.  He teaches the certification class for septic system inspectors, and is a regular speaker at industry conferences.

He volunteers his time in leadership positions in the following organizations: New England Water Environment Association (NEWEA), Yankee Onsite Wastewater Association (YOWA), Massachusetts Environmental Health Association (MEHA).  He is also a member of a number of other groups including Massachusetts DEP's Title 5 Advisory Committee, the Granite State Designers and Installers Association, and the Connecticut Onsite Wastewater Recycling Association.

Marianne Donovan, Permitting & Drafting Specialist

Marianne's dad was a union plumber for many years. Growing up, she was his apprentice, and she helped him with all aspects of their home renovation projects. Because of this, she has always loved construction and design. She eventually went on to become a lighting designer.

Prior to moving to the Cape Ann area, Marianne spent 25 years in a MEP
design engineering firm. While she wore many hats, she was primarily responsible for providing electrical drawings and specifications for high-efficiency lighting designs. She also managed these projects through the bid process, bid awards and final punch lists. She thoroughly enjoyed being a part of a team and the feeling of seeing what she had a hand in creating.

In her new role at Mill River, she once again is part of a team assisting with Conservation Commission and Board of Health permitting, and the required documentation drawings. It is said that “necessity is the mother of invention.” At Mill River, Marianne prides herself on finding creative solutions to meet or solve difficult situations.

Marianne is a member of the Yankee Onsite Wastewater Association (YOWA).

Our experts

When needed, we may partner with pre-screened outside resources and bring their talents and expertise to your project. These individuals may include:

A wetlands scientist with more than 30 years of experience as a conservation agent, native plant specialist, and botanist.

A licensed surveyor with more than 40 years of experience with establishing property boundaries, creating lot lines, performing construction stakeouts, and preparing and submitting plans for review to land court and planning boards.

An excavator to perform digging, selected from one of several firms with which we have extensive working experience.  All companies are licensed to operate in the towns we work in.

An attorney, if matters reach a level of complexity that requires legal guidance. We have partnered with almost every attorney working on Boston's North Shore and have worked with a number of Boston’s high-profile law firms on matters involving highly complex permitting issues.

A septic system inspection firm with several state-approved inspectors to examine the condition of an existing septic system. These individuals also have remote access TV cameras to allow examination of a septic system while minimizing site disturbance.
